In her article "Child abuse and culture" Lisa Aronson Fontes states, "Assessing child abuse is like trying to keep your balance on a seesaw. If you lean too much in one direction, you are in danger of disrupting family life unnecessarily to "protect" children who do not actually need the intervention. If you lean too much in the other direction, you may fail to protect children who are in dangerous situations".

The maltreatment, misuse, and neglect of children are recognized as a serious social problem in the United States. Although children have been the subject of various types of maltreatment in different historical periods, concern for maltreated children now prompts action from private citizens and the government. As Finkelhor notes, a specific definition of this problem has been recognized, adopted, promoted, and maintained by the federal bureaucracy, state legislatures, and Congress.

The definition of child abuse that has been the focus of social concern and public services takes a medical-legal approach to the maltreatment of children by their parents or primary caretakers--that is, maltreatment of children within their families. This conceptualization of child maltreatment in Oklahoma and in U.S. social policy in general, starts from the individual and family level, rather than a structural, institutional, or societal approach to the problem (Finkelhor, Hotling, Lewis & Smith, pp. 20). Social conditions including poverty and a lack of housing and child care have not been the focus of government child welfare services.

Child abuse is all about the victimization of children. Children can be abused by their parents due to neglect, violence or through sexual or economic exploitation. Perhaps the main reason for child abuse is due to the fact that children’s rights are neglected or defined in a nebulous way. According to old English Law a child had no rights and was essentially the property of his parents. It was believed that a child belonged with the parents even if they are drunk and violent.
Child Abuse Essay: Social Step-In

With the growth of the welfare state social workers are constantly being tipped off to rescue abused children. Any child abuse essay would be incomplete without touching on the work of social workers to rescue and rehabilitate an abused child. Some are not so lucky. A few months ago the media was .full of ghastly reports of an infant in England who was beaten up so badly by the mother and her boyfriend that the poor infant died of the injuries. And if this can happen in a ‘civilized’ country like the UK one shudders to think of what may be happening in third world countries.

It has been argued that the confusion of African American child rearing techniques with abuse is at least partially responsible for the fact that African American children are grossly over represented in the foster care system across the United States (2). While they make up only 15% of the population African American children comprise approximately 27% of the reported cases of abuse. Furthermore, as they progress through the system their over representation increases. Currently about 50% of the 250,000 children in foster care are African American . This means that while only 9% of the white children reported for abuse ends up in foster care, 24% of the African American children reported for abuse ends up in foster care. If we take into account that African American children are reported at a rate almost double their representation in the population in the first place, the result is that African American children are being removed from their families at a rate that is almost five times higher than that of white children.(2) The literature also indicates that, in addition to coming into care more _frequently, African American children remain in care longer and may receive fewer desirable placements than white children (2). McCray's book "Freedom's Child" argues that the African American preference for physical discipline not only leads to a higher rate of reported cases of abuse, and thus a higher rate of initial contact with social services than white families, but that the cultural nature of the African American preference for physical discipline results in an unwillingness on the part of African American parents to alter their parenting styles.
